Terms of Service

These translated terms define the international service boundary for offline IP database products, accounts, downloads, and related APIs. They are a draft and require owner and legal review before production use.

Draft translation. Owner and legal review are required before this page is used as a production policy.

1. Introduction

Welcome to the ip2region community. These Terms of Service govern your use of the website, information, products, downloads, APIs, and related services provided by ip2region. Read them and the Privacy Policy before using the service.

To use the service, you must accept these terms. If you register or use the service for an organization, you accept these terms for that organization and confirm that you have authority to bind it. In that case, you and your refer to the organization where appropriate.

You must be at least 13 years old to use the service. If you are 13 or older but are not old enough to enter a binding contract in your jurisdiction, a parent or guardian must review and accept these terms for you. The service is not intended for children under 13.

You agree that a purchase or use of the service does not depend on an informal promise about a future feature, capability, or public statement. Using, downloading, installing, or accessing the service means that you accept these terms. If you do not accept them, do not use the service.

A separate written agreement may control where it conflicts with these terms. Specific features may have additional rules posted with the feature; those rules control only that feature when they conflict with these terms.

2. Your account

Sign in using a GitHub or Google account with a verified email address. The service automatically creates your account on first sign-in. You are responsible for keeping your provider account secure and retaining access to at least one connected sign-in method.

Keep account information accurate and update it promptly when it changes. You are responsible for activity performed with your credentials, whether or not you authorized that activity. Notify support immediately if you suspect unauthorized access, a compromised email account, a stolen password, or another security breach.

3. Content

The service may provide IP address context, location, timezone, network, language, documentation, software, data, messages, and other materials. The service works to keep this content current, complete, and accurate, but cannot guarantee those qualities. You may encounter material that is incomplete, outdated, or unsuitable, and the service is not responsible for that material to the extent allowed by law.

You may create, upload, transmit, publish, or display data, text, software, audio, photos, video, or other material through the service. This is User Content. You remain responsible for your User Content and for the consequences of your actions. The service may refuse, remove, suspend, or delete User Content that violates these terms, creates a security risk, or remains after an entitlement or account ends.

By submitting User Content, you grant the service a worldwide, royalty-free, non-exclusive license to host, reproduce, adapt, translate, publish, display, and distribute that content only as needed to provide, secure, and improve the service under the Privacy Policy. You retain ownership of your User Content.

You also grant the service a worldwide, royalty-free, non-exclusive license to process queries submitted through the service for operation, security, aggregate analysis, and service improvement. Information in a query that identifies a person will be used only as needed to provide and protect the service.

4. Ownership

The service and its original content, software, documentation, interfaces, design, trademarks, and other materials are owned by ip2region or its licensors and are protected by copyright, trademark, patent, and other laws. These terms do not transfer ownership to you.

Except for the limited rights granted by these terms and the rights you retain in User Content, ip2region does not claim ownership of material you create, upload, submit, publish, transmit, share, or display through the service. You are responsible for protecting and enforcing your own rights unless a separate written agreement says otherwise.

5. ip2region license and use restrictions

Subject to these terms and a valid entitlement, ip2region grants you a personal, worldwide, royalty-free, non-transferable, non-exclusive license to use the purchased product, documented variants, and eligible releases for your internal business and your customers' internal use. Before sharing access with employees, agents, representatives, or customers, you must ensure that their written or contractual obligations do not conflict with these terms. You remain responsible for their use.

You may not copy, modify, reverse engineer, decompile, disassemble, or create derivative works from the service except where applicable law expressly permits it or the relevant open-source license permits it. You may not use the commercial data to build a competing database or service for sale, distribution, display, or use by others; publish or redistribute the raw commercial data in a public retrieval system; resell or sublicense access; or bypass security, entitlement, download, or quota controls.

You may not interfere with, disrupt, overload, stress-test, or generate malicious traffic against the service or its infrastructure. The service may reasonably limit use that is abusive, technically unsafe, or disproportionate to the purchased scope. Use only the interfaces and instructions provided by the service.

IP geolocation has inherent limits and is not a precise identification of a household, person, or street address. You must not rely on the service to identify or locate a specific person, household, or street. Do not use the service for a purpose prohibited by the Fair Credit Reporting Act or a similar consumer-reporting law, including credit, insurance, employment, licensing, or another regulated eligibility decision.

You may not scrape, crawl, data-mine, index, collect, or resell service content using robots, spiders, automated retrieval tools, or manual processes without written permission. You may not use the service to send spam or bulk unsolicited messages, or to upload, transmit, or distribute content that is illegal, infringing, deceptive, abusive, hateful, threatening, obscene, harmful to minors, malicious, or contains malware.

You must not use the service in violation of export controls, sanctions, competition, anti-discrimination, advertising, privacy, or other applicable laws. You must not use the service if applicable law prohibits you from receiving it. The service may monitor traffic and use third-party security providers to detect and limit abuse.

6. API license terms

API means an application programming interface, related software or source or executable code, documentation, and updates or enhancements that ip2region provides under these terms. An API key is a code that permits access to an API. A Developer Application is a plugin or other application developed by or for you using the service or API and complying with these terms.

During a fully paid entitlement, ip2region grants a limited, non-exclusive, non-transferable license to use the API key internally, use and copy the API as needed to develop, maintain, and support a Developer Application, and distribute API code only as executable code inside a Developer Application under a binding written agreement with its end users.

You must not disclose, distribute, sublicense, rent, lease, lend, resell, or transfer API data or API keys except as incorporated into an allowed Developer Application. Preserve proprietary notices. Protect API keys and promptly report unauthorized use or a material API breach. You are responsible for the Developer Application, its support, its users, and its compliance with law and these terms.

A Developer Application must not infringe rights, violate law, mislead users, contain harmful or abusive content, harm minors, contain malicious code, or send unsolicited advertising or messages. API keys, API structure, and information designated or reasonably understood as confidential must be protected and disclosed only to people who need it to perform these terms.

7. Pricing terms

The service may offer limited free features and paid products. Use beyond a stated limit or access to a paid product requires payment of the amount shown at checkout. Prices, discounts, taxes, currency, product scope, term, and entitlement are calculated and confirmed by the service server and Paddle checkout; a client cannot define a trusted price or entitlement.

A quota or request limit applies only to the period and product stated by the service. Unused quota expires at the end of that period unless the applicable product terms say otherwise. Multi-year discounts apply automatically to the total for the selected service period. Coupon codes and campaign discounts are not offered.

A product can be renewed or purchased for a new term through the available checkout. Paddle is the merchant of record and provides payment confirmation, receipts, and tax invoices where available. A payment failure, cancellation, refund, or dispute may suspend or revoke the related entitlement according to the order and refund rules.

You are responsible for keeping billing information current and accurate. Unpaid or disputed orders may be suspended or terminated. Support is provided through the published email channel, and the service does not guarantee a particular response or resolution time.

8. Privacy policy

The service is provided under the Privacy Policy. You agree that User Content and personal information may be collected, used, stored, shared, and protected as described there. If you use the service for an organization, the service may identify the organization as a customer only where permitted by law and applicable consent or opt-out rules.

9. Modification and termination of the service

The service may change its form, features, fees, security controls, release process, integrations, or other capabilities as it develops. New features are governed by these terms unless they have separate terms.

You may stop using the service or close an account by contacting support. Closing an account does not automatically create a refund. The service may suspend or terminate an account or access when reasonably necessary for security, non-payment, abuse, legal compliance, or a material breach. A verified provider refund or dispute can revoke the related data entitlement; unaffected purchases remain unaffected.

Before an account ends, you are responsible for exporting User Content that you need to retain. The service may provide a reasonable retrieval opportunity where practical. Provisions that by their nature should survive termination, including ownership, license restrictions, disclaimers, liability limits, confidentiality, and dispute terms, survive termination.

10. Changes to the terms

These terms may be revised when the service, law, or business practices change. The service will publish the revised version and, where appropriate, identify the effective date. Continuing to access or use the service after the effective date means you accept the revised terms where that acceptance is legally valid. If you do not agree, stop using the service and contact support about your account.

11. Disclaimer

You use the service at your own risk. To the maximum extent permitted by law, the service is provided as is and as available, without warranties that the service will be uninterrupted, secure, complete, current, or error-free.

ip2region does not guarantee that information delivered through the service is accurate or complete and is not responsible for loss caused by inaccurate information or reliance on it. IP geolocation is inherently imprecise, may not be current, and varies by region and source. Do not use it as a guarantee of physical location or identity.

12. Limitation of liability

To the maximum extent permitted by law, ip2region, its affiliates, licensors, suppliers, and partners are not liable for indirect, incidental, special, consequential, exemplary, or punitive damages, including lost profits, lost goodwill, data loss, or the cost of substitute goods or services, regardless of the theory of liability.

These limits apply whether or not ip2region was advised or should have known that such damages were possible. Where a jurisdiction does not allow a limitation, the limitation applies to the greatest extent allowed. In no event will total liability for claims arising from the service exceed the amount you paid for the service in the previous six months or USD 100, whichever is greater, except where applicable law requires otherwise.

13. Indemnification

You agree to defend, indemnify, and hold harmless ip2region, its affiliates, officers, agents, employees, advertisers, licensors, suppliers, and partners from third-party claims, losses, damages, liabilities, costs, judgments, and reasonable legal fees arising from or related to your breach of these terms, your use of the service, your violation of law, or your User Content.

14. Third-party content

The service may contain links or references to websites, resources, advertisements, products, or email content provided by third parties. ip2region does not control those sites or resources and does not endorse them.

You acknowledge that ip2region is not responsible for the availability, accuracy, completeness, or legality of third-party content, or for loss caused by your reliance on it. Your use of a third-party site is governed by that third party's terms and privacy policy.

15. Third-party software

The service may contain third-party software licensed under the terms of the third party that provides it. Nothing in these terms limits rights granted by an applicable third-party software license or replaces that license's conditions.

16. Feedback

You may submit ideas, suggestions, or feedback about the service. By submitting feedback, you agree that it is voluntary and provided without compensation, confidentiality, fiduciary duty, or other restriction. ip2region may use, publish, or disclose the feedback and may incorporate it into the service without additional compensation.

17. Miscellaneous

These terms, the Privacy Policy, and the applicable pricing or order terms are the entire agreement about the service and related activities. A written amendment or a newly published version may change them. If a provision is illegal, invalid, or unenforceable, it is severed without affecting the remaining provisions. Failure to enforce a right is not a waiver. You may not assign these terms or a right or license under them without prior written consent.

The source terms specify California law without regard to conflict-of-law rules and JAMS International arbitration, with a single arbitrator and English proceedings. The production governing-law, venue, arbitration, and collective-action language must be confirmed by legal counsel for the international service before these terms become binding.

18. Contact

For questions, complaints, or claims about these terms or the service, contact support@ip2region.com. Include a short description of the issue and identify the product or service involved. Do not include passwords, verification codes, session cookies, or complete download tokens.
